Plans this complete are expensive in terms of time spent but are needed for a large-scale, complex job. Less elaborate plans can suffice for many projects, saving time and money.
No matter how comprehensive and precise the plans it is always necessary to follow through and carefully supervise the actual work. One always discovers things in the course of the work that are not clear at the time the plans are drawn up, requiring changes that cannot be left solely to the workers. And no matter how competent and experienced the contractors and workers they cannot be relied on to the adhere to the plans in the absence of supervision.
